Leroy & Dr. Tracy McClelland
In 2006, Leroy and Dr. Tracy McClelland founded the Medical Institute of South Georgia with a vision to transform lives through education, compassion, and opportunity.
What began as a small tutorial and training center known as Y-CARTÉ Health Career Center later evolved into a respected healthcare education institution dedicated to preparing students for meaningful careers in the healthcare field.
Together, the McClellands have spent nearly two decades serving their community by helping individuals pursue education, career advancement, and personal growth through healthcare training.
Dr. Tracy McClelland RN, MSN
Dr. Tracy McClelland is a Registered Nurse, educator, entrepreneur, and healthcare leader with decades of experience in nursing, education, and healthcare leadership.
She graduated from South Georgia State College in 1994 as a Registered Nurse and later earned her Bachelor of Science in Nursing from Valdosta State University in 1998. In 2000, she completed her Master’s Degree in Nursing Education, further strengthening her passion for teaching and mentoring future healthcare professionals.
In 2012, Dr. McClelland earned a Doctorate in Business Administration with a concentration in Healthcare Management and Leadership from California Intercontinental University.
Throughout her nursing career, Dr. McClelland has served in multiple healthcare settings including:

She also served for several years as a Clinical Educator in the hospital setting and later as Director of Nursing at East Central Technical College.
Her passion for education and healthcare inspired her to create a training institution focused on empowering individuals with the knowledge, skills, and confidence needed to enter the healthcare profession.
One of her guiding philosophies has always been:
“It is better to be prepared for an opportunity and not have one, than to have an opportunity and not be prepared.”

Leroy McClelland is a retired electrician from General Motors and has been a steadfast supporter of the vision and growth of the school since its beginning.
Known for his quiet strength, leadership, and unwavering support, Leroy has played an essential role behind the scenes in helping build and sustain the institution. Dr. McClelland often refers to him as:
“The wind beneath my wings.”
Throughout the years, Leroy has faithfully supported Dr. McClelland through her educational journey, entrepreneurial endeavors, and leadership responsibilities as CEO. Today, he continues to serve alongside her as Co-Founder and supporter of the school’s mission and daily operations.
Together, Leroy and Tracy have built not only a school, but a legacy centered on service, education, faith, family, and community impact.
